Factor now fully supported on 64-bit Windows

The 64-bit Windows porting effort is complete. All vocabularies load and all tests pass (except PostgreSQL doesn’t have 64-bit client libraries). A binary package is available. This brings the total number of supported platforms to 13. Enjoy!
